Better Than Sex mascara is Too Faced’s best-known product. On Sephora India on 2 September 2026, the 8 ml full size declared its country of origin as India. The 4.8 g travel size of the same mascara, on the same shop, on the same day, declared the United States.
That is not a slip on one page. Across fourteen Too Faced listings that all rendered the statutory declaration block, the country of origin came out India five times, the United States five times and Belgium four times. This audit reads what those declarations say, what the brand costs here, and what it publishes behind its claims.
Too Faced was founded in California in 1998 by two people who had worked the Estée Lauder counter, and Estée Lauder bought it for about $1.45 billion in December 2016. Both founders left on 30 June 2022. On fourteen Indian listings read on 2 September 2026, the declared country of origin split three ways and one mascara declared two different countries in two sizes. On three hero products, Indian prices ran 2% to 15% below American list, and 17% to 28% below before tax.

How it started
Jerrod Blandino and Jeremy Johnson founded Too Faced in California in 1998. Both had started their careers behind an Estée Lauder counter — a detail they put on the record themselves when the group bought them, calling the deal “truly a homecoming for us”.
The private-equity firm Weston Presidio held control before 2015. General Atlantic bought a majority stake from it on 4 June 2015, at a price neither side disclosed. Eighteen months later, on 14 November 2016, Estée Lauder announced it was buying the whole brand from General Atlantic for approximately $1.45 billion. The deal closed that December. Trade coverage on the day called it the group’s largest-ever acquisition; the buyer’s own announcement does not use the word.

The one figure the buyer did publish about the business it was buying: Too Faced net sales “expected to exceed $270 million in 2016”. That is the only brand-level revenue number on the record anywhere, and it is ten years old.
The owner’s own brand page today carries the mood and none of the history. It says makeup is power and that kindness is always a good look. It does not say when the brand was founded, who founded it, what it cost, or that both founders have gone.
What they actually make
Colour makeup with a sense of humour about itself: Better Than Sex mascara, the Born This Way foundation and concealer, Lip Injection glosses and liquid lipsticks, the Hangover primers, Chocolate Soleil bronzers. Three Indian retailers carry it, and their item counts disagree wildly — Tira lists 279, Sephora India 85 and Nykaa Luxe 55, all on the same day. Those count shades as well as products, so none of them is the size of the range.
None of it is made by Too Faced in India. On all fourteen Sephora India listings read, the importer named is ELCA Cosmetics Private Limited of Tolstoy House, New Delhi — the Estée Lauder group’s Indian company, described by a tax tribunal as a business that buys branded goods from associated companies abroad and resells them here. It imports and wholesales; it does not manufacture. The brand-versus-manufacturer split is the same shape our Bata audit traces in footwear.
Then the declarations themselves, which are the reason this audit exists.

Two of the five “India” listings name a manufacturer at 767 Fifth Avenue, New York — the Estée Lauder group’s own head office. On those two listings the country-of-origin line names India and the manufacturer line names an address in the United States. The importer’s own Delhi PIN code also varies across the listings, appearing as 110001, 110018 and 110019 for the same building; the corporate register says 110001.
Country of origin is the one line on a pack that tells you whether you are getting the imported article. On this shelf, one mascara declared two different countries in two sizes — so read the box in the shop, not the listing.
What Too Faced costs in India

Strip out 18% GST and India is 17%, 28% and 22% below the American pre-tax price on those three. That happens despite roughly 20% basic customs duty on imported makeup per tariff databases, plus a 10% social welfare surcharge on the duty and 18% IGST — about 44% of the assessed import value, of which the IGST portion is creditable. Duty is charged on the value declared at the border, not on the American shelf price, so the Indian sticker reflects a margin decision rather than the tariff.
Inside the Indian range, though, the arithmetic gets strange. The Hangover Primer at 40 ml and the Hangover setting spray at 120 ml both sell for ₹3,500.

The spread across the whole readable range is wider still. A Super Fine Brow Detailer holds 0.08 g of product for ₹2,790, which works out to ₹34,875 a gram; the setting spray is ₹29 a millilitre. That is a factor of roughly 1,200 inside one brand’s Indian shelf. Who Too Faced is actually for
Across the sixteen readable Indian products the median price is ₹2,795, and only the eyeshadow palette at ₹5,500 crosses ₹4,000. That puts the core line in the premium band on our makeup scale rather than the luxury one — cheaper than its Estée Lauder siblings and cheaper here than in America on everything checked.
It suits a buyer who wants the specific products — a plumping gloss, a heavy mascara, a full-coverage foundation — and is comfortable buying entirely online, because there is no Indian brand site and no counter we could establish. It suits a shopper who cares about animal testing, for reasons the next section sets out, since this is the rare case where the badge and the certifier agree.
It does not suit anyone who needs to know where a product was made, because the shelf gives three answers. And it does not suit a bargain-hunter on a marketplace, because with no official Indian storefront there is no first-party price to check a discount against — the same MRP-versus-street-price problem our Liberty audit documents in footwear.
Reputation and controversies
Begin with what the owner now says about the brand it paid $1.45 billion for. Its results release of 19 August 2026: “Net sales declined from Too Faced, primarily due to continued retail softness for the brand, the unfavorable comparison to higher shipments for innovation in the prior year and the impact of closures of certain specialty-multi retailer-operated shop-in-shop doors.” The same release reports makeup sales for the year as virtually flat, with growth credited to other brands.

No primary source gives a reason for the 2022 departures, so this audit offers none.
On claims, Too Faced does one thing better than any of its siblings and one thing exactly as badly. The better thing: its two ranking claims — “#1 Lip Plumping Brand in the US” and “Better Than Sex Mascara is the #1 Mascara in the US” — carry a real footnote naming the market-research house Circana, the universe measured and the window. The catch is the window: twelve months ending June 2024, read on a page in September 2026, by an owner now reporting the brand’s sales as declining.
The worse thing happens at the point of sale. Sephora India’s travel-size mascara listing restates the ranking as “The #1-selling prestige mascara in America for over 4 years”, with no source, no data house and no window attached. Cited at group level, uncited on the shelf an Indian buyer actually reads.
The number is footnoted where investors read it and bare where shoppers do.
The Born This Way foundation page is the model of how this should look. Four consumer percentages — 97% said it feels comfortable immediately, and three at 95% — all sit under one honest footnote: “Consumer testing on 175 women after 1 week of product use.” That is self-assessment by 175 people, and the page says so. On the very same page the “24-hour wear” claim carries no method, no panel and no footnote at all. Two claims, one page, opposite standards of disclosure.
The Indian listings are worse again: “Longwearing for 12 hours” on a lipstick, “8 hours stay-put formula” on another, “93% naturally-derived ingredients” on a blush with no definition of what counts as naturally derived. None of them publishes anything behind the number. The free-from claims — vegan, paraben free, sulphate free, fragrance free — can only be checked against a full ingredient list, and these listings do not carry one.
Animal testing is where this brand parts company with the rest of its group, and the evidence supports it. Too Faced says on its own FAQ that its products are “totally cruelty-free”. PETA’s Beauty Without Bunnies directory agrees: it lists Too Faced Cosmetics as cruelty-free, and says neither ingredients nor finished products are tested on animals. PETA also records the brand as a member of its programme since 2001, fifteen years before the acquisition. The same directory lists Estée Lauder, MAC and Clinique as companies that do test. One conglomerate, one certifier, opposite entries — and the mechanism PETA describes is market access, with the brand staying out of markets where testing is required.
Buying it in India
Too Faced arrived here on 23 February 2020, exclusive to Nykaa, across its Luxe stores and its website. That exclusivity has clearly ended: on 2 September 2026 the brand was listed simultaneously on Nykaa Luxe, Sephora India and Tira.
What there is not, and this matters, is an Indian home for the brand. There is no Too Faced Indian website — the address simply does not exist. Its Estée Lauder siblings at least had Indian webstores to close on 15 December 2025; this one never had one. Meanwhile the group’s own counterfeit guidance tells shoppers to buy only from authorised retailers, and adds that lists of authorised retailers can be found on each brand’s website. For Too Faced in India, there is no such website to consult.
Read the origin line on the box
Importer, country of origin, net quantity and month of manufacture are required on an imported cosmetic. On fourteen listings the origin came out three different ways, so the pack in your hand is the only version worth trusting.
Divide the price by the millilitres
The 40 ml Hangover Primer and the 120 ml setting spray both cost ₹3,500. A brow pencil holds 0.08 g for ₹2,790. Unit price separates the sensible buys from the vanity ones.
Ask what the percentage measured
The foundation’s “97% said” numbers are self-assessment by 175 women over one week, and the page says so. The “24-hour wear” number on the same page has nothing behind it.
Compare across all three shelves
Nykaa Luxe, Sephora India and Tira list different assortments and sometimes different prices for the same item. With no brand storefront here, cross-checking is the only price reference you have.
Treat a steep discount as a warning
A large cut on an imported cosmetic from a seller whose listing carries no importer declaration is the standard grey-market tell, and there is no official Indian site to check the real price against.

Who owns Too Faced?
The Estée Lauder Companies, outright since December 2016, for approximately $1.45 billion. Before that a majority was held by General Atlantic from June 2015, and by Weston Presidio before that. It has not been independently controlled since 2015.
Is Too Faced cruelty-free?
PETA’s directory lists Too Faced as cruelty-free and records it as a member of PETA’s programme since 2001. The same directory lists its parent and the sibling brands Estée Lauder, MAC and Clinique as companies that test on animals.
Where is Too Faced actually made?
The declarations do not agree. On fourteen Indian listings read on 2 September 2026, five said India, five the United States and four Belgium — and Better Than Sex mascara said India in one size and the United States in another.
Is Too Faced cheaper in India?
On the three hero products checked, yes on all three — 15%, 8% and 2% below the American list price, and 17% to 28% below once 18% GST is stripped out.
Is there an official Too Faced website for India?
No. The Indian address does not resolve. The brand launched here on 23 February 2020 as a Nykaa exclusive; on 2 September 2026 it was also listed on Sephora India and Tira.

Too Faced is the best-behaved brand in its own group on the two things shoppers can actually check. Its cruelty-free claim is backed by the certifier’s own directory, inside a parent whose flagship brands the same directory lists as testing — the rare case where a badge survives contact with the register. Its ranking claims name a research house and a window, and its foundation page prints the panel size beside the percentage. At a ₹2,795 median it is also the cheapest Estée Lauder brand on an Indian shelf, and cheaper here than in America on everything we priced.
The scepticism belongs on the box. Fourteen listings gave three countries of origin, two of them naming a New York head office as the manufacturer of something declared made in India, and one mascara managed two different countries in two sizes. The hour-claims — 24 hours, 12 hours, 8 hours — carry nothing at all, and the “#1 in America” line loses its footnote on the way from the investor page to the Indian listing. There is no Indian brand site to check any of it against.
Worth buying at ₹2,700 for the mascara and ₹3,500 for the 120 ml spray rather than the 40 ml primer at the same price — but read the origin line on the box, because the shelf cannot agree with itself.
